IPS Y Puran Kumar suicide case : wife names Haryana DGP in complaint

The Indian bureaucracy has rarely witnessed such a more tragic, unfortunate, horrific, controversial, and shameful incident. The suicide of senior Indian Police Service officer Y. Puran Kumar, and the circumstances surrounding it that are now being revealed, highlight the need to analyze and address many of the weaknesses of the bureaucracy and the Indian system. Despite having position, wealth, prestige, a talented and capable spouse, and a happy family, the suicide of an officer who trained and responsible to combat crime and the criminal world is truly shocking. This incident also rings a bell for any system and society.

Amneet P. Kumar, wife of senior IPS officer Y. Puran Kumar, has filed a formal complaint against Haryana Police Chief Shatrujeet Singh Kapoor and Rohtak Superintendent of Police Narendra Bijarnia, accusing them of inciting her husband to commit suicide. In the complaint, submitted to the Chandigarh Police, she has demanded the immediate registration of an FIR and the arrest of both senior officers. Amneet P Kumar is an Indian Administrative Officer of the 2001 batch of Haryana Cadre.

Y. Puran Kumar, 52, a 2001 batch Indian Police Service officer, committed suicide by shooting with his service revolver at his Chandigarh residence on 7th October. IPS Y. Puran Kumar prepared a will and sent it, along with a 9-page suicide note, to his wife,  Amneet P. Kumar, who was on official duty in Japan at the time. After reading the message sent by her husband, Amneet called her husband 15 times in panic. When neither her husband nor anyone else answered the phone call, Amneet called her younger daughter. The daughter had gone shopping and returned immediately to find her father lifeless in a recliner in the basement.

Y. Puran Kumar had recently been transferred from the Rohtak Range to the Police Training Center but had not yet assumed his new assignment. In his note, he named a dozen officials, including serving and retired IAS and IPS officers, and accused them of mental harassment, administrative favoritism, and caste discrimination. He made specific allegations against Haryana DGP Shatrughan Singh Kapoor. These included objections to Y. Puran Kumar’s payment of arrears , causing financial losses to officers of Y. Puran Kumar’s batch.

 The late IPS officer also alleged that the DGP imposed additional rules in allocating government accommodation, submitted a false affidavit to obstruct his housing request, and confiscated his official vehicle in November 2023 to harass him.

Y. Puran Kumar drafted a ‘will’ on October 6th, bequeathing all his property to his wife.

News media stated that on the morning of October 7th, IPS Y. Puran Kumar was at home with his cook, Prem Singh, who had been working for the family for six years. Prem Singh stated that around 10 a.m., Y. Puran Kumar said that he was going down to the basement. He told the cook not to disturb him. Y. Puran Kumar also told him that he would not be taking his dog for a walk and again insisted that no one should come down to the basement. Around 11 a.m., Y. Puran Kumar went upstairs to ask Prem Singh for lunch and then returned to the basement. Meanwhile, Amneet continued to call her husband.

In her written complaint given  to the Chandigarh police on Wednesday night, Amneet , a secretary-level IAS officer serving in the Haryana government, demanded that an FIR be registered under Section 108 (abetment to suicide) of the BNS and provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. She alleged that her honest and conscientious husband, Y. Puran Kumar, was being continuously harassed and that a conspiracy was hatched to implicate him in a Rohtak case on October 6th.

It is noteworthy that Rohtak police arrested a police personnel who had demanded a monthly payment of Rupee 2.5 lakh from a businessman. This Head constable was posted as a staff of IPS officer Y.Puran  Kumar had used the name of Y. Puran Kumar to obtain the money from the businessman. This was revealed by Rohtak Superintendent of Police Narendra Bijarnia after the arrest of the head constable.
